The Measurement of a Knowledge Economy: Theory and Practice

ISS RAS has published a new book “The Measurement of a Knowledge Economy: Theory and Practice”. The publication reflects main results of the research project “Developing System of Knowledge Economy Indicators on the Base of Best Foreign Practices in Formation of Innovation Economy” (Project No. 06-02-04074а, supported by RFH in 2006-2007). The book consists of four autonomous papers. In the first one, foreign practices in developing indicators of a knowledge economy are synthesized. The paper summarizes international experience in the study of main trends in knowledge generation and dissemination.
The second paper is focused on key challenges and policy demand for measuring different aspects of a knowledge economy. Some of polysemantic social consequences of the acceleration of the technological change and the expansion of information technologies in the contemporary world are under consideration in this part of the book.
One of the major practical results of the project is a developed system of knowledge economy indicators. The system is represented in the third paper of the book. The system is applicable for assessment of the advancement of the knowledge economy in the country. The inestimable practical advantage of the developed system is that it is based on data collection in the regular and departmental statistics in Russia.
The fourth paper is considered to be an example of the application task in the assessment of one of the knowledge economy aspects. In this part of the publication, the issues of women’s role and place in the Russian developing knowledge economy and in the developed countries are examined. On the base of international and Russian statistical data, new gender trends in R&D are outlined. A special focus has been made on the fields of science which are important for innovations and the innovation economy in Russia. Issues of the horizontal and vertical segregation of women in science are also discussed in the final part of the book.
